3 National Health Service: cost-effectiveness A question was asked by Baroness Thornton and answered by Earl Howe.

4 Autism: personal independence payments A question was asked by Lord Touhig and answered by Lord Freud.

5 Company Remuneration Bill [HL] Lord Gavron presented a bill to make provision about companies’ remuneration policies. It was read a first time and ordered to be printed. (HL Bill 94)

6 London Olympic Games and Paralympic Games (Amendment) Bill A bill to amend the London Olympic Games and Paralympic Games Act 2006 was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 95)

7 London Olympic Games and Paralympic Games (Amendment) Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 95–EN)

8 International Renewable Energy Agency (Legal Capacities) Order 2011 Lord Wallace of Saltaire moved that the draft Order laid before the House on 7 June be approved. The motion was agreed to.

9 Financial Services and Markets Act 2000 (Carrying on Regulated Activities by Way of Business) (Amendment) Order 2011 Lord De Mauley moved that the draft Order laid before the House on 4 July be approved. The motion was agreed to.

10 Localism Bill The report stage was continued, beginning with amendment 96. Amendments were agreed to. Amendment 109B was disagreed to (see division list). The report stage was adjourned.

11 Independent Commission on Banking Lord Sassoon repeated a ministerial statement made in the House of Commons.

12 Charities Bill [HL] The bill was considered in Committee (on re-commitment). An amendment was considered. The House resumed and the bill was reported without amendment.

13 Localism Bill The report stage was continued, beginning with amendment 120. Amendments were agreed to. The report stage was adjourned after amendment 165A.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.30pm.

Education Bill The Grand Committee further considered the bill, beginning with amendment 122ZB. Amendments were agreed to. The Committee adjourned after clause 52 (as amended) was agreed to.
