8 Police Reform and Social Responsibility Bill The bill was returned from the Commons on Monday 12 September with certain Lords amendments agreed to without amendment, an amendment agreed to with an amendment, and with the remaining Lords amendments disagreed to and amendments proposed in lieu. The Commons amendments were printed in accordance with Standing Order 50(2). (HL Bill 96)

9 Welfare Reform Bill Lord Touhig presented a petition from Community Housing Cymru, on behalf of the UK housing federations and other Welsh charities, praying that the House urgently call on the UK Government to reconsider the cuts to housing benefit and local housing allowance, which the petitioners believe will disproportionately affect those in greatest need, including homeless and vulnerable families, those in need of housing-related support, people with physical and mental health problems and children living in poverty, and lead to greater long-term economic and social costs for local authorities, housing associations and Government. The petition was laid on the Table.

10 Draft Financial Services Bill Lord McNally, on behalf of Lord Strathclyde, moved that notwithstanding the Resolution of this House of 21 June, it be an instruction to the Joint Committee on the Draft Financial Services Bill that it should report on the draft Bill by 16 December. The motion was agreed to and a message was sent to the Commons.

11 Weights and Measures (Specified Quantities) (Unwrapped Bread and Intoxicating Liquor) Order 2011 Baroness Wilcox moved that the draft Order laid before the House on 5 July be approved. The motion was agreed to.

12 Construction Contracts (England) Exclusion Order 2011 Baroness Wilcox moved that the draft Order laid before the House on 27 June be approved. The motion was agreed to.

13 Scheme for Construction Contracts (England and Wales) Regulations 1998 (Amendment) (England) Regulations 2011 Baroness Wilcox moved that the draft Order laid before the House on 27 June be approved. The motion was agreed to.

14 Welfare Reform Bill Lord Freud moved that the bill be now read a second time. After debate, the motion was agreed to.

Public Procurement (S&T Report) Lord Krebs moved that the Grand Committee do consider the first report of the Science and Technology Committee on Public Procurement as a tool to stimulate innovation (First Report, HL Paper 148). After debate, the motion was agreed to.

Re-launching the Single Market (EUC Report) Baroness O’Cathain moved that the Grand Committee do consider the Report of the European Union Committee on Re-launching the Single Market (15th Report, HL Paper 129). After debate, the motion was agreed to.
