5 Financial Services and Markets Act 2000 (Exemption) (Amendment No. 2) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

6 Medicines Act 1968 (Pharmacy) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

7 Freedom of Information (Designation as Public Authorities) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

8 European Union (Definition of Treaties) (Second Agreement amending the Cotonou Agreement) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

9 Public Services Reform (Scotland) Act 2010 (Consequential Modifications of Enactments) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

10 Incidental Flooding and Coastal Erosion (England) Order 2011 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

11 Electricity and Gas (Internal Markets) Regulations 2011 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

12 Procedure of the House Lord Strathclyde moved to resolve that, as proposed by the Procedure Committee, and notwithstanding the normal practice of the House in the conduct of divisions, any Member of the House with restricted mobility who satisfies conditions A and B below shall be entitled to vote in his or her place in the Grand Committee in any division in the Chamber occurring while the Grand Committee on the Welfare Reform Bill is sitting in Committee Room 4A;

Condition A The Member has notified the Clerk of the Parliaments of his or her intention to take part in the Grand Committee on the Welfare Reform Bill and to make use of this entitlement at least 24 hours in advance of the sitting of the Grand Committee in which he or she first proposes to make use of the entitlement;

Condition B The Member is present in the Grand Committee room in order to be told by the Clerk by the time the question is repeated three minutes after a division is called in the Chamber.

The motion was agreed to.

13 Health: non-communicable diseases (Balloted debate) Lord Crisp moved for papers relating to the worldwide incidence of non-communicable diseases. After debate, the motion was withdrawn.

14 Building Stability Overseas Strategy (Balloted debate) Baroness Falkner of Margravine moved for papers relating to the Building Stability Overseas Strategy. After debate, the motion was withdrawn.

15 Social enterprise A question was asked by Baroness Andrews and, after debate, answered by Lord Wallace of Saltaire.
