Prayers were read by the Lord Bishop of Ripon and Leeds.

1 Lord Singh of Wimbledon Indarjit Singh, Esquire, CBE, having been created Baron Singh of Wimbledon, of Wimbledon in the London Borough of Merton, for life by Letters Patent dated 12 October 2011, was introduced between Baroness Kennedy of The Shaws and Lord Carey of Clifton, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. 2 Lord Curry of Kirkharle Sir Donald Thomas Younger Curry, Knight, CBE, having been created Baron Curry of Kirkharle, of Kirkharle in the County of Northumberland, for life by Letters Patent dated 13 October 2011, was introduced between Lord Plumb and Baroness Byford, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 3 Procedure of the House
The following Report from the Select Committee was made and ordered to be printed:

Orders laid under clauses 7(2) and 9 of the Localism Bill; Orders laid under the Public Bodies Bill. (7th Report, HL Paper 206) (See Appendix 3)

Public Business

4 Health: cardiology A question was asked by the Lord Bishop of Ripon and Leeds and answered by Earl Howe.

5 Health: healthcare assistants A question was asked by Baroness Wall of New Barnet and answered by Earl Howe.

6 Crime: youth justice A question was asked by Lord Warner and answered by Lord McNally.

7 Schools: sex and relationships education A question was asked by Baroness Gould of Potternewton and answered by Lord Hill of Oareford.

8 Health and Social Care Act 2008 (Regulated Activities) (Amendment) Regulations 2011 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

9 Coinage (Measurement) Bill The bill was read a third time and passed.

10 Education Bill The report stage was continued, beginning with amendment 55. Amendments were agreed to. Amendments 57A and 58 were disagreed to (see division lists 1 and 2). An amendment was negatived. The report stage was adjourned.

11 European Union Council Lord Strathclyde repeated a ministerial statement made in the House of Commons.

12 Animals: experimentation A question was asked by Lord Wills and, after debate, answered by Lord Henley.

13 Education Bill The report stage was continued, beginning with amendment 62. Amendments were agreed to. Amendment 63A was disagreed to (see division list 3). The report stage was adjourned after amendment 63A.

The House adjourned at 9.55pm until Tuesday 25 October at 2.30pm.

Grand Committee Business

The Grand Committee met in Committee Room 4A at 3.30pm.

Welfare Reform Bill The Grand Committee further considered the bill, beginning with amendment 50A. The Committee adjourned after clause 14 was agreed to.
