3 Elections: registration A question was asked by Lord Bach and answered by Lord McNally.

4 Saudi Arabia: driving licences A question was asked by Baroness Smith of Basildon and answered by Earl Attlee.

5 Public disorder: restorative justice A question was asked by Baroness Massey of Darwen and answered by Lord McNally.

6 St Paul's Cathedral A question was asked by Lord Lee of Trafford and answered by Lord Henley.

7 Public Bodies Bill [HL] The bill was returned from the Commons agreed to with amendments. It was ordered that the Commons amendments be printed. (HL Bill 107)

8 Public Bodies Bill [HL] The Explanatory Notes on the Commons Amendments were ordered to be printed. (HL Bill 107–EN)

9 Privileges and Conduct The Chairman of Committees moved that Baroness Scotland of Asthal be appointed a member of the Select Committee in place of Lord Graham of Edmonton, resigned. The motion was agreed to.

10 Dog Control Bill [HL] The bill was read a third time. After debate, the bill was passed and sent to the Commons.

11 Education Bill The report stage was continued, beginning with amendment 64. Amendments were agreed to. Amendments 70A, 76 and 78 were disagreed to (see division lists 1 to 3). The report stage was adjourned after amendment 80.

12 Community Legal Service (Funding) (Amendment No. 2) Order 2011 Lord Bach moved that a Humble Address be presented to Her Majesty praying that the Community Legal Service (Funding) (Amendment No. 2) Order 2011 (SI 2011/2066), laid before the House on 24 August, be annulled, on the grounds that the reduction in civil standard and graduated fees for Legal Help and Help at Court will seriously undermine access to justice because it threatens the financial viability of already hard-pressed community legal practitioners who carry out an essential service to those least able to afford it, including the most vulnerable in our society. After debate, the motion was withdrawn.

13 Armed Forces Bill The Commons Reason was considered. Lords amendment 6 was not insisted on.

Welfare Reform Bill The Grand Committee further considered the bill, beginning with amendment 51CDZA. The Committee adjourned after clause 21 was agreed to.
