The Chairman of Committees informed the House that he had appointed Viscount Eccles and Lord Strasburger as members of the Select Committee on the bills in place of Lord Brougham and Vaux and Lord Methuen.

3 Accidents: costs A question was asked by Lord Jordan and answered by Earl Howe.

4 Scotland: referendum A question was asked by Lord McAvoy and answered by Lord Strathclyde.

5 Electoral register A question was asked by Baroness McDonagh and answered by Lord McNally.

6 Population: United Kingdom A question was asked by Lord Sheldon and answered by Baroness Hanham.

7 Financial Services and Markets Act 2000 (Exemption) (Amendment No. 2) Order 2011 Lord Sassoon moved that the draft Order laid before the House on 5 September be approved. The motion was agreed to.

8 Pensions Bill [HL] The Commons amendments were considered. Amendment 1A as an amendment to Commons Amendment 1 was disagreed to (see division list 1). Then the Commons amendments were agreed to and the privilege amendment was agreed to.

9 Energy: feed-in tariffs Lord Marland repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.

10 Localism Bill Lord Shutt of Greetland signified the Queen's and Prince of Wales's consents. The bill was read a third time. Amendments 3 and 16 were disagreed to (see division lists 2 and 3). Amendments were agreed to. Then the bill was passed and returned to the Commons with amendments.

The House adjourned at 11.13pm until Tuesday 1 November at 2.30pm.

Grand Committee Business

The Grand Committee met in Committee Room 4A at 3.30pm.

Health Authorities (Membership and Procedure) Amendment Regulations 2011 Baroness Thornton moved that the Grand Committee do consider the Health Authorities (Membership and Procedure) Amendment Regulations 2011 (SI 2011/2200). After debate, the motion was agreed to.

Health and Social Care Act 2008 (Regulated Activities) (Amendment) Regulations 2011 Earl Howe moved that the Grand Committee do consider the draft Health and Social Care Act 2008 (Regulated Activities) (Amendment) Regulations 2011. After debate, the motion was agreed to.
