1 Procedure of the House
The following report from the Select Committee was made and ordered to be printed:

Public Business

2 Coroner service A question was asked by Baroness Miller of Chilthorne Domer and answered by Lord McNally.

3 Health: funding A question was asked by Lord Roberts of Llandudno and answered by Earl Howe.

4 Legal system: translation and interpreting services A question was asked by Baroness Coussins and answered by Lord McNally.

5 Health: diabetes A question was asked by Lord Collins of Highbury and answered by Earl Howe.

6 Health and Social Care Act 2008 (Regulated Activities) (Amendment) Regulations 2011 Earl Howe moved that the draft Regulations laid before the House on 10 October be approved. The motion was agreed to.

7 Terrorism Prevention and Investigation Measures Bill The bill was further considered in Committee, beginning with amendment 54. The House resumed and the bill was reported without amendment.

8 Education Bill The report stage was continued, beginning with amendment 81. Amendments were agreed to. Amendments 84A, 84B and 89ZZAA were disagreed to (see division lists 1 to 3). The bill, as amended, was ordered to be printed. (HL Bill 108)

9 NHS Commissioning Board Authority (Establishment and Constitution) Order 2011 Baroness Thornton moved that a Humble Address be presented to Her Majesty praying that the Order, laid before the House on 15 September, be annulled (SI 2011/2237). After debate, the motion was withdrawn.

The House adjourned at 9.05pm until Wednesday 2 November at 3.00pm.

Grand Committee Business

The Grand Committee met in Committee Room 4A at 3.30pm.

Welfare Reform Bill The bill was further considered in Committee, beginning with amendment 51EA. Clause 30 was disagreed to. The Committee adjourned after amendment 52BA.
