7 Legal Services Act 2007 (Appeals from Licensing Authority Decisions) (No. 2) Order 2011 Lord McNally moved that the draft Order laid before the House on 15 September be approved. The motion was agreed to.
8 Rehabilitation of Offenders Act 1974 (Exceptions) (Amendment) (England and Wales) (No. 2) Order 2011 Lord McNally moved that the draft Order laid before the House on 17 October be approved. The motion was agreed to.
9 Rehabilitation of Offenders (Amendment) Bill [HL] The bill was read a third time and passed. The bill was sent to the Commons.
10 Terrorism Prevention and Investigation Measures Bill The bill was read a third time. Amendments were agreed to. Then the bill was passed and returned to the Commons with amendments.
11 Public Bodies Bill [HL] The Commons amendments were considered. Commons amendments were agreed to. Commons amendment 47 was disagreed to. Motions to disagree to Commons amendments 49 and 50 were disagreed to (see division lists 1 and 2). Commons amendment 53 was disagreed to but amendments in lieu thereof were agreed to.
A Committee was appointed to propose a reason. The following Lords were members of the Committee:

The Committee proposed the following reason for disagreeing to Commons amendment 47:
"Because it is not desirable for the Youth Justice Board for England and Wales to be subject to the provisions of the bill."
The reason was agreed to. The bill was returned to the Commons with a reason and amendments.
12 Charities Bill [HL] The report was received and an amendment was agreed to. The amendment was ordered to be printed. (HL Bill 112)

Welfare Reform Bill The Grand Committee further considered the bill, beginning with the resumed debate on amendment 99ZB. Amendments were agreed to. The Committee adjourned after clause 102 was agreed to.
