1 Leave of Absence Leave of absence was granted to the Lord Speaker for Tuesday 10 January 2012.

The 47th Report from the Select Committee was made and ordered to be printed. (HL Paper 243)

Leeds City Council Bill
Nottingham City Council Bill
Reading Borough Council Bill

The bills were reported from the Select Committee with amendments. A Special Report was made and ordered to be printed (HL Paper 242). The bills were re-committed to an Unopposed Bill Committee. Then the Chairman of Committees directed in accordance with Private Business Standing Order 121(1)(b) (Committees on unopposed bills) that the order re-committing the bills to an Unopposed Bill Committee be discharged.

Public Business

4 Economy: private capital investment A question was asked by Lord Empey and answered by Lord Sassoon.

5 Justice: personal injury cases A question was asked by Lord Hoyle and answered by Lord Wallace of Tankerness.

6 Cyprus: European Union presidency A question was asked by Lord Maginnis of Drumglass and answered by Lord Howell of Guildford.

7 Bovine tuberculosis A question was asked by Lord Krebs and answered by Lord Taylor of Holbeach.

8 Procedure of the House The Chairman of Committees moved that the 10th Report from the Select Committee (HL Paper 231) be agreed to. The motion was agreed to.

9 House Committee The Chairman of Committees moved that the 2nd Report from the Select Committee on Recovery of money wrongly claimed by Members (HL Paper 238) be agreed to. After debate, the motion was agreed to.

10 Draft House of Lords Reform Bill Lord Strathclyde moved that, notwithstanding the Resolution of this House of 6 July, it be an instruction to the Joint Committee on the Draft House of Lords Reform Bill that it should report on the draft Bill by 27 March 2012. After debate, the motion was agreed to.

11 Electricity and Gas (Carbon Emissions and Community Energy Saving) (Amendment) Order 2011 Lord Marland moved that the draft Order laid before the House on 21 November be approved. The motion was agreed to.

12 Legal Aid, Sentencing and Punishment of Offenders Bill The bill was considered in Committee. Amendments were considered. The House resumed.

13 Public sector pensions Lord Sassoon repeated a ministerial statement made in the House of Commons.

14 Consumer Insurance (Disclosure and Representations) Bill [HL] The report was received. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 118)

15 Legal Aid, Sentencing and Punishment of Offenders Bill The bill was further considered in Committee, beginning with amendment 3. The House resumed after amendment 4.
