1 The Lord Bishop of Durham Justin Portal Lord Bishop of Durham was introduced between the Lord Archbishop of York and the Lord Bishop of London, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.
2 Lord O’Donnell Sir Augustine Thomas O’Donnell, GCB, having been created Baron O’Donnell, of Clapham in the London Borough of Wandsworth, for life by Letters Patent dated 10 January 2012, was introduced between Lord Armstrong of Ilminster and Baroness Manningham-Buller, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix 1)

9 Immigration (Biometric Registration) (Amendment) Regulations 2012 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.
10 Special Educational Needs (Direct Payments) (Pilot Scheme) Order 2012 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.
11 Civil Procedure (Amendment No. 3) Rules 2011 Lord Strathclyde moved that the Rules be referred to a Grand Committee. The motion was agreed to.
12 Rules of the Court of Judicature (Northern Ireland) (Amendment No. 4) 2012 Lord Strathclyde moved that the Rules be referred to a Grand Committee. The motion was agreed to.
13 Electoral registration (2½-hour debate) Lord Wills moved that this House takes note of Government policy on electoral registration. After debate, the motion was agreed to.
14 Green agenda (2½-hour debate) Baroness Smith of Basildon moved that this House takes note of the Government's green agenda. After debate, the motion was agreed to.
15 Financial Supervisory Framework (EUC Report) Lord Harrison moved that this House takes note of the Report of the European Union Committee on The EU Financial Supervisory Framework: an update (20th Report, HL Paper 181). After debate, the motion was agreed to.
16 Protection of Freedoms Bill The bill was reported from the Grand Committee with amendments. The bill, as amended, was ordered to be printed. (HL Bill 121)
17 Draft House of Lords Reform Bill A message was brought from the Commons that they concur with the resolution of this House of 20 December 2011 that it be an instruction to the Joint Committee on the draft House of Lords Reform Bill that it should report on the draft Bill by 27 March.

Grand Committee Business

Protection of Freedoms Bill The Grand Committee further considered the bill (in respect of clauses 26–53, 57–63, 85–115 and Schedules 2, 3, 5, 6 and 8–10), beginning with amendment 147A. Amendments were agreed to. It was ordered that the bill be reported with amendments.
