6 Smoke-free Private Vehicles Bill [HL] Lord Ribeiro presented a bill to amend the Health Act 2006 to make provision for a ban on smoking in private vehicles where there are children present. It was read a first time and ordered to be printed. (HL Bill 123)

7 Local Digital Television Programme Services Order 2012 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

8 Wireless Telegraphy Act 2006 (Directions to OFCOM) Order 2012 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

9 Revenue and Customs Appeals Order 2012 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

10 Local Authorities (Conduct of Referendums) (Council Tax Increases) (England) Regulations 2012 Lord Strathclyde moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

11 St Albans and Welwyn Hatfield (Boundary Change) Order 2012 Lord Strathclyde moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

12 Privacy and Injunctions Lord Strathclyde moved that, notwithstanding the Resolution of this House of 27 June 2011, it be an instruction to the Joint Committee on Privacy and Injunctions that it should report by 15 March 2012. The motion was agreed to and a message was sent to the Commons.

13 European Union (Definition of Treaties) (Republic of Korea Framework Agreement) Order 2012 Lord Wallace of Saltaire moved that the draft Order laid before the House on 5 December be approved. The motion was agreed to.

14 Immigration (Biometric Registration) (Amendment) Regulations 2012 Earl Attlee, on behalf of Lord Henley, moved that the draft Regulations laid before the House on 6 December be approved. The motion was agreed to.

15 Civil Procedure (Amendment No. 3) Rules 2011 Earl Attlee, on behalf of Lord Henley, moved that the Rules laid before the House on 14 December be approved. The motion was agreed to.

16 Rules of the Court of Judicature (Northern Ireland) (Amendment No. 4) 2012 Earl Attlee, on behalf of Lord Henley, moved that the Rules laid before the House on 15 December be approved. The motion was agreed to.

17 Welfare Reform Bill The report stage was continued, beginning with amendment 62ZB. Amendments were agreed to. Amendment 62BJA was disagreed to (see division list 1). The report stage was adjourned after amendment 62C was agreed to (see division list 2).

18 Policing Protocol Order 2012 Lord Hunt of Kings Heath moved that this House regrets that the Order has not been subject to a robust consultation process, thereby increasing the risk of politicising policing decisions through a failure to protect the operational independence of the police. After debate, the motion was withdrawn.

The House adjourned. The House resumed.

19 Welfare Reform Bill The report stage was continued, beginning with amendment 62CZA. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 124)
