Public Business

1 European Union: disintegration A question was asked by Lord Pearson of Rannoch and answered by Lord Howell of Guildford.

2 Developing countries: free and fair elections A question was asked by Lord McConnell of Glenscorrodale and answered by Baroness Northover.

3 Small businesses: finance A question was asked by Lord Harrison and answered by Baroness Wilcox.

4 Health: tropical diseases A question was asked by Baroness Hayman and answered by Baroness Northover.

5 Storage of Carbon Dioxide (Inspections etc.) Regulations 2012 Baroness Stowell of Beeston, on behalf of Lord Marland, moved that the draft Regulations laid before the House on 14 November be approved. The motion was agreed to.

6 Scotland Bill Lord Wallace of Tankerness moved that the House do now resolve itself into a Committee on the Bill. Then Lord Forsyth of Drumlean moved, as an amendment to the original motion, to leave out from "House" to end and insert "declines to consider the Bill in Committee until Her Majesty’s Government have laid before Parliament a report on the results of the consultation they launched on 11 January on Scotland’s constitutional future and until the Scottish Parliament has passed a further Legislative Consent Motion in respect of the Bill." After debate, the amendment was withdrawn. Then the original motion was agreed to and the bill was considered in Committee. The debate on the question that clause 1 be agreed to was adjourned. The House resumed.

7 Tax: avoidance A question was asked by Lord Dykes and, after debate, answered by Lord Sassoon.

The House adjourned. The House resumed.

8 Scotland Bill The bill was further considered in Committee, beginning with the resumed debate on the question that clause 1 be agreed to. Amendments were agreed to. The House resumed after amendment 17.

The House adjourned at 6.52pm until Friday 27 January at 10.00am.
