The Report from the Joint Committee was made and ordered to be printed together with the minutes of evidence. (HL Paper 284)

Public Business

5 Piracy A question was asked by Lord Hannay of Chiswick and answered by Lord Henley.

6 Olympic Games 2012: disruption to businesses A question was asked by Viscount Goschen and answered by Earl Attlee.

7 Armed forces: redundancies A question was asked by Lord Walker of Aldringham and answered by Lord Wallace of Saltaire.

8 Scotland: constitutional future A question was asked by Lord Foulkes of Cumnock and answered by Lord Wallace of Tankerness.

9 Business of the House Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Tuesday 27 March to allow the Water Industry (Financial Assistance) Bill to be taken through its remaining stages that day. The motion was agreed to.

10 Procedure of the House The Chairman of Committees moved that the 11th Report from the Select Committee (HL Paper 253) be agreed to. Then Baroness Royall of Blaisdon moved, as an amendment to the motion, at the end to insert ", but with the fourth bullet point in paragraph 10 left out and replaced with the following words: "That all Government bills introduced in the House of Commons should be considered in Grand Committee, apart from major constitutional bills and emergency legislation and other exceptionally controversial bills"." After debate, the amendment was withdrawn. Then Lord Cormack moved, as a further amendment to the original motion, at the end to insert ", with the exception of paragraphs 10 and 11 (Grand Committees), which shall be referred back to the Committee for further consideration". The amendment was agreed to (see division list 1). Then the original motion, as amended, was agreed to.

11 Liaison The Chairman of Committees moved that the 3rd Report from the Select Committee (HL Paper 279) be agreed to. Then Lord Krebs moved, as an amendment to the motion, at the end to insert ", with the exception of paragraphs 18 and 47 (the Science and Technology Committee)". After debate, the amendment was withdrawn. Then the original motion was agreed to.

12 Public Bodies (Abolition of the National Endowment for Science, Technology and the Arts) Order 2012 Lord De Mauley moved that the draft Order laid before the House on 19 January be approved. The motion was agreed to.

13 Companies Act 2006 (Amendment of Part 23) (Investment Companies) Regulations 2012 Lord De Mauley moved that the draft Regulations laid before the House on 7 February be approved. The motion was agreed to.

14 Industrial Training Levy (Engineering Construction Industry Training Board) Order 2012 Lord De Mauley moved that the draft Order laid before the House on 27 February be approved. The motion was agreed to.

15 Industrial Training Levy (Construction Industry Training Board) Order 2012 Lord De Mauley moved that the draft Order laid before the House on 27 February be approved. The motion was agreed to.

16 Postal Services Act 2011 (Disclosure of Information) Order 2012 Lord De Mauley moved that the draft Order laid before the House on 27 February be approved. The motion was agreed to.

17 Postal Services Act 2011 (Penalties) (Rules for Calculation of Turnover) Order 2012 Lord De Mauley moved that the draft Order laid before the House on 9 February be approved. The motion was agreed to.

18 Insolvency Act 1986 (Disqualification from Parliament) Order 2012 Lord De Mauley, on behalf of Lord Shutt of Greetland, moved that the draft Order laid before the House on 3 May 2011 be approved. The motion was agreed to.

19 Immigration and Nationality (Fees) Regulations 2012 Lord De Mauley, on behalf of Lord Henley, moved that the draft Regulations laid before the House on 9 February be approved. The motion was agreed to.

20 Schedule 5 to the Anti-terrorism, Crime and Security Act 2001 (Modification) Order 2012 Lord De Mauley, on behalf of Lord Henley, moved that the draft Order laid before the House on 1 March be approved. The motion was agreed to.

21 Misuse of Drugs Act 1971 (Amendment) Order 2012 Lord De Mauley, on behalf of Lord Henley, moved that the draft Order laid before the House on 28 February be approved. The motion was agreed to.

22 Localism Act 2011 (Consequential Amendments) Order 2012 Baroness Hanham moved that the draft Order laid before the House on 9 February be approved. The motion was agreed to.

23 Parish Councils (General Power of Competence) (Prescribed Conditions) Order 2012 Baroness Hanham moved that the draft Order laid before the House on 9 February be approved. The motion was agreed to.

24 Scotland Bill Lord Wallace of Tankerness moved that the amendments for the Report stage be marshalled and considered in the following order:
