5 House of Lords (Cessation of Membership) Bill [HL] Lord Steel of Aikwood presented a bill to make provision for peers to cease to be members of the House of Lords by way of retirement or in the event of non-attendance or criminal conviction. It was read a first time and ordered to be printed. (HL Bill 21)

6 Higher Education (Fees) Bill [HL] Lord Forsyth of Drumlean presented a bill to ensure that Higher Education institutions in England and Wales and Scotland may not vary fees charged to British students based on a student’s place of domicile; and to require organisations using public funds to assist students in paying fees not to vary support based on a student’s place of study within the United Kingdom. It was read a first time and ordered to be printed. (HL Bill 22)

7 Police (Collaboration: Specified Function) Order 2012 Baroness Stowell of Beeston, on behalf of Lord Henley, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

8 Misuse of Drugs Act 1971 (Temporary Class Drug) Order 2012 Baroness Stowell of Beeston, on behalf of Lord Henley, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

9 Queen’s Speech The debate was resumed on the motion that a Humble Address be presented to Her Majesty as follows—

“Most Gracious Sovereign,

We, Your Majesty’s most dutiful and loyal subjects, the Lords Spiritual and Temporal in Parliament assembled, beg leave to thank Your Majesty for the most gracious Speech which Your Majesty has addressed to both Houses of Parliament.”

After further debate, the motion was agreed to nemine dissentiente, and the Lord Chamberlain was ordered to present the Address to Her Majesty.
