4 Plastic bags A question was asked by Baroness Parminter and answered by Lord Sassoon.

5 Syria A private notice question was asked by Baroness Royall of Blaisdon and answered by Lord Howell of Guildford.

6 Justice and Security Bill [HL] Lord Wallace of Tankerness presented a bill to provide for oversight of the Security Service, the Secret Intelligence Service, the Government Communications Headquarters and other activities relating to intelligence or security matters; to provide for closed material procedure in relation to certain civil proceedings; to prevent the making of certain court orders for the disclosure of sensitive information; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 27)

7 Parliamentary Privilege Lord Strathclyde moved that it is expedient that a joint committee of Lords and Commons be appointed to consider and report on the Green Paper on Parliamentary Privilege presented to both Houses on 26 April (Cm 8318) and that the committee should report by 31 January 2013. The motion was agreed to and a message was sent to the Commons.

8 Draft Enhanced Terrorism Prevention and Investigation Measures Bill Lord Strathclyde moved that it is expedient that a joint committee of Lords and Commons be appointed to consider and report on the draft Enhanced Terrorism Prevention and Investigation Measures Bill presented to both Houses on 1 September 2011 (Cm 8166) and that the committee should report on the draft Bill by 9 November. The motion was agreed to and a message was sent to the Commons.

9 Draft Communications Data Bill Lord Strathclyde moved that it is expedient that a joint committee of Lords and Commons be appointed to consider and report on any draft Communications Data Bill presented to both Houses in the course of this Session and that the committee should report on any draft Bill by 30 November. The motion was agreed to and a message was sent to the Commons.

10 Police (Collaboration: Specified Function) Order 2012 Lord Henley moved that the draft Order laid before the House on 27 March be approved. The motion was agreed to.

11 Misuse of Drugs Act 1971 (Temporary Class Drug) Order 2012 Lord Henley moved that the Order laid before the House on 3 April be approved. The motion was agreed to.

12 Greater London Authority Act 1999 (Amendment) Order 2012 Earl Howe moved that the draft Order laid before the House on 19 March be approved. The motion was agreed to.

13 Health and Social Care Act 2008 (Regulated Activities) (Amendment) Regulations 2012 Earl Howe moved that the draft Regulations laid before the House on 27 March be approved. The motion was agreed to.

14 Automatic Enrolment (Earnings Trigger and Qualifying Earnings Band) Order 2012 Lord Freud moved that the draft Order laid before the House on 26 March be approved. The motion was agreed to.

15 Crime and Courts Bill [HL] Lord Henley moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
