7 Immigration: foreign university students A question was asked by Lord Hannay of Chiswick and answered by Lord Henley.

9 Draft Enhanced Terrorism Prevention and Investigation Measures Bill The Chairman of Committees moved that the Commons message of 29 June be considered and that a Committee of six Lords be appointed to join with the Committee appointed by the Commons to consider and report on the draftEnhanced Terrorism Prevention and Investigation Measures Bill presented to both Houses on 1 September 2011 (Cm 8166) and that the Committee should report on the draft Bill by 9 November 2012;

That, as proposed by the Committee of Selection, the following members be appointed to the Committee:

  1. B Doocey
  2. B Gibson of Market Rasen
  3. L Jay of Ewelme
  4. L King of Bridgwater
  5. B Neville-Jones
  6. L Plant of Highfield;

That the Committee have power to agree with the Committee appointed by the Commons in the appointment of a Chairman;

That the Committee have power to send for persons, papers and records;

That the Committee have power to appoint specialist advisers;

That the Committee have leave to report from time to time;

That the Committee have power to adjourn from place to place within the United Kingdom;

That the reports of the Committee from time to time shall be printed, regardless of any adjournment of the House; and

That the evidence taken by the Committee shall, if the Committee so wishes, be published.

The motion was agreed to.

10 Police and Crime Commissioner Elections (Functions of Returning Officers) Regulations 2012 Lord Henley moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

11 Police and Crime Commissioner Elections Order 2012 Lord Henley moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

12 Nationality, Immigration and Asylum Act 2002 (Authority to Carry) Regulations 2012 Lord Henley moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

13 Police and Crime Panels (Modification of Functions) Regulations 2012 Lord Henley moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

14 Neighbourhood Planning (Referendums) Regulations 2012 Baroness Hanham moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

15 Education (Amendment of the Curriculum Requirements for Fourth Key Stage) (England) Order 2012 Lord Hill of Oareford moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

16 Office of Qualifications and Examinations Regulation (Determination of Turnover for Monetary Penalties) Order 2012 Lord Hill of Oareford moved that the draft Order laid before the House on 15 May be approved. The motion was agreed to.

17 Green Deal (Qualifying Energy Improvements) Order 2012 Baroness Stowell of Beeston, on behalf of Lord Marland, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

20 Renewable Heat Incentive Scheme (Amendment) Regulations 2012 Baroness Stowell of Beeston, on behalf of Lord Marland, moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.

21 Electricity and Gas (Energy Company Obligation) Order 2012 Baroness Stowell of Beeston, on behalf of Lord Marland, moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

22 Financial Services Bill The bill was further considered in Committee, beginning with amendment 32. Amendments were agreed to. Manuscript amendment 35AB was disagreed to (see division list). The House resumed.

23 West Bank A question was asked by Baroness Brinton and, after debate, answered by Baroness Northover.
