Prayers were read by the Lord Bishop of Chester.

1 Lord Trees Alexander John Trees, Esquire, having been created Baron Trees, of The Ross in Perth and Kinross, for life by Letters Patent dated 3 July 2012, was introduced between Lord Soulsby of Swaffham Prior and Lord Owen, made and subscribed the solemn affirmation and signed an undertaking to abide by the Code of Conduct. (See Appendix)

2 House of Lords Resource Accounts 2011–2012 The Resource Accounts for the year 2011–2012 were laid before the House and ordered to be printed. (HL Paper 35)

Private Business

3 City of London (Various Powers) Bill [HL] The Chairman of Committees informed the House that, in accordance with Private Business Standing Order 150B (Revival of Bills), the bill had been deposited in the Office of the Clerk of the Parliaments together with the declaration of the agent. The bill was presented and read a first time. It was then deemed to have been read a second time and reported from the Unopposed Bill Committee.

4 London Local Authorities and Transport for London (No. 2) Bill [HL] A message was brought from the Commons that they have made the following order:

That the promoters of the London Local Authorities and Transport for London (No. 2) Bill [HL], which was originally introduced in this House in Session 2007–08 on 22 January 2008, should have leave to proceed with the Bill in the current Session according to the provisions of Private Business Standing Order 188B (Revival of bills).

A message was brought from the Commons that they have considered the Lords message of 21 May and have made the following orders:

That the promoters of the Canterbury City Council Bill, the Leeds City Council Bill, the Nottingham City Council Bill and the Reading Borough Council Bill, which were originally introduced in the House of Commons in Session 2007–08 on 22 January 2008, should have leave to proceed with the bills in the current Session according to the provisions of Standing Order 188B (Revival of bills).

6 Transport for London Bill [HL] A message was brought from the Commons that they concur with the resolution of this House of 21 May.

11 Business of the House Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Monday 16 July to allow the Supply and Appropriation (Main Estimates) Bill and the Finance Bill to be taken through all their remaining stages that day. The motion was agreed to.

12 Business of the House Lord Strathclyde moved that the debates on the motions in the names of Lord Campbell-Savours and Baroness Rendell of Babergh set down for today shall each be limited to 2½ hours. The motion was agreed to.

13 Administration and Works The Chairman of Committees moved that the Report from the Select Committee on the Use of electronic devices in the House: follow-up report (2nd Report, Session 2010–12, HL Paper 298) be agreed to. After debate, the motion was agreed to.

14 Parliamentary Boundary Commission: electoral administration (2½-hour debate) Lord Campbell-Savours moved that this House takes note of the implications for political representation and democracy of the current proposals of the Parliamentary Boundary Commission and matters relating to electoral administration. After debate, the motion was agreed to.

15 Olympic Games: security Baroness Stowell of Beeston repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.

16 Housing: rented sector (2½-hour debate) Baroness Rendell of Babergh moved that this House takes note of the problems faced by families in the rented housing sector. After debate, the motion was agreed to.

17 Coastal access in England A question was asked by Lord Greaves and, after debate, answered by Lord Taylor of Holbeach.
