5 Alan Turing (Statutory Pardon) Bill [HL] Lord Sharkey presented a bill to give a statutory pardon to Alan Mathison Turing for offences under section 11 of the Criminal Law Amendment Act 1885 of which he was convicted on 31 March 1952. It was read a first time and ordered to be printed. (HL Bill 40)

6 Standing Orders (Private Bills) The Chairman of Committees moved that Lord Rodgers of Quarry Bank be appointed a member of the Select Committee in place of Baroness Thomas of Walliswood, resigned. The motion was agreed to.

7 Online Infringement of Copyright (Initial Obligations) (Sharing of Costs) Order 2012 Baroness Garden of Frognal moved that the draft Order be referred to a Grand Committee. The motion was agreed to.

8 Northern Ireland Act 1998 (Devolution of Policing and Justice Functions) Order 2012 Earl Attlee moved that the draft Order laid before the House on 11 June be approved. The motion was agreed to.

9 Renewable Heat Incentive Scheme (Amendment) Regulations 2012 Lord Marland moved that the draft Regulations laid before the House on 11 June be approved. After debate, the motion was agreed to.

10 Electricity and Gas (Smart Meters Licensable Activity) Order 2012 Lord Marland moved that the draft Order laid before the House on 5 July be approved. The motion was agreed to.

11 Electricity and Gas (Energy Company Obligation) Order 2012 Lord Marland moved that the draft Order laid before the House on 13 June be approved. The motion was agreed to.

12 Green Deal (Qualifying Energy Improvements) Order 2012 Lord Marland moved that the draft Order laid before the House on 11 June be approved. The motion was agreed to.

13 Green Deal Framework (Disclosure, Acknowledgment, Redress etc.) Regulations 2012 Lord Marland moved that the draft Regulations laid before the House on 11 June be approved. The motion was agreed to.

14 Green Deal (Energy Efficiency Improvements) Order 2012 Lord Marland moved that the draft Order laid before the House on 11 June be approved. The motion was agreed to.

15 Neighbourhood Planning (Referendums) Regulations 2012 Baroness Hanham moved that the draft Regulations laid before the House on 11 June be approved. The motion was agreed to.

16 Assets of Community Value (England) Regulations 2012 Baroness Hanham moved that the draft Regulations laid before the House on 4 July be approved. The motion was agreed to.

17 Education (Amendment of the Curriculum Requirements for Fourth Key Stage) (England) Order 2012 Lord Hill of Oareford moved that the draft Order laid before the House on 11 June be approved. The motion was agreed to.

18 Public Bodies (Abolition of the Commission for Rural Communities) Order 2012 Lord De Mauley, on behalf of Lord Taylor of Holbeach, moved that the draft Order laid before the House on 16 May be approved. The motion was agreed to.

19 Financial Services Bill The bill was further considered in Committee, beginning with amendment 117. Amendments were considered. The House resumed.

20 Criminal Injuries Compensation Scheme 2012 Lord McNally moved that the draft Scheme laid before the House on 2 July be approved. Then Baroness Royall of Blaisdon moved, as an amendment to the original motion, at end to insert, "but that this House regrets that, despite the Government’s claims to be on the side of victims, this scheme would actually cut financial compensation for an estimated 92 per cent of victims of crime, many of whom will be considerably worse off through no fault of their own and will find redress much more difficult in the future because of cuts to legal aid; and also expresses concern over the ability of the Government to levy a substantial surcharge on offenders." After debate, the amendment was disagreed to (see division list). Then the original motion was agreed to.

21 Victims of Overseas Terrorism Compensation Scheme 2012 Lord McNally moved that the draft Scheme laid before the House on 10 July be approved. The motion was agreed to.

22 Financial Services Bill The bill was further considered in Committee, beginning with amendment 119. Amendments were agreed to. The House resumed after Schedule 3 was agreed to.

Future of Investigative Journalism (Communications Committee Report) Lord Inglewood moved that the Grand Committee takes note of the Report of the Communications Committee on The Future of Investigative Journalism (3rd Report, Session 2010–12, HL Paper 256). After debate, the motion was agreed to.

Adoption Agencies (Panel and Consequential Amendments) Regulations 2012 (SI 2012/1410) Baroness Butler-Sloss moved that the Grand Committee takes note of the Adoption Agencies (Panel and Consequential Amendments) Regulations 2012 (SI 2012/1410). After debate, the motion was agreed to.
