8 Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012 Lord De Mauley moved that the draft Regulations be referred to a Grand Committee. The motion was agreed to.
9 Extradition Lord Taylor of Holbeach repeated a ministerial statement made in the House of Commons.
10 Local Government Finance Bill The report stage was continued, beginning with amendment 71. Amendments were agreed to. Amendments 98A and 103ZA were disagreed to (see divisions 1 and 2). The report stage was adjourned.
11 National Health Service (Clinical Commissioning Groups) Regulations 2012 (SI 2012/1631) Lord Hunt of Kings Heath moved that this House deplores the fact that the National Health Service (Clinical Commissioning Groups) Regulations 2012 (SI 2012/1631), involve the exclusion from membership of a Clinical Commissioning Group of (1) a member of a local authority, and (2) a registered nurse or a secondary care specialist if employed by a body which provides any relevant service to a person for whom the Clinical Commissioning Group has responsibilities. After debate, the motion was disagreed to (see division 3).
12 Local Government Finance Bill The report stage was continued, beginning with amendment 103A. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 44)
