1 Earldom of Kilmorey and Viscountcy of Newry and Mourne in the Peerage of Ireland The Petition of Sir Richard Francis Needham claiming to have succeeded to the Earldom of Kilmorey and Viscountcy of Newry and Mourne in the Peerage of Ireland was presented and was referred to the Lord Chancellor for a report to the House pursuant to Standing Order 79.

9 Business of the House Lord Newby, on behalf of Lord Strathclyde, moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Tuesday 23 October to allow the Infrastructure (Financial Assistance) Bill to be taken through its remaining stages that day. The motion was agreed to.
10 Business of the House Lord Newby, on behalf of Lord Strathclyde, moved that the debate on the motion in the name of Baroness Perry of Southwark set down for today shall be limited to 3 hours and that in the name of Baroness Hooper to 2 hours. The motion was agreed to.
11 Education: development of excellence (3-hour debate) Baroness Perry of Southwark moved that this House takes note of the measures which develop excellence in education. After debate, the motion was agreed to.
12 Antarctica: centenary of Scott Expedition (2-hour debate) Baroness Hooper moved that this House takes note of the centenary of the Scott Expedition to Antarctica and of the United Kingdom’s enduring scientific legacy and ongoing presence there. After debate, the motion was agreed to.
13 Buses A question was asked by Lord Bradshaw and, after debate, answered by Earl Attlee.
