5 Voting Age (Comprehensive Reduction) Bill [HL] Lord Tyler presented a bill to extend the franchise for parliamentary and other elections, and for referendums, to all citizens over the age of 16 years. It was read a first time and ordered to be printed. (HL Bill 46)
6 Prisons (Interference with Wireless Telegraphy) Bill A bill to make provision about interference with wireless telegraphy in prisons and similar institutions was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 47)

8 Electoral Registration and Administration Bill Lord Wallace of Saltaire moved that it be an instruction to the Committee of the Whole House to which the Electoral Registration and Administration Bill has been committed that they consider the bill in the following order:

9 Town and Country Planning (Fees for Applications, Deemed Applications, Requests and Site Visits) (England) Regulations 2012 Baroness Hanham moved that the draft Regulations laid before the House on 17 July be referred to a Grand Committee. The motion was agreed to.
10 Local Government Finance Bill Baroness Anelay of St Johns signified the Queen's Consent. The bill was read a third time. Amendment 1 was agreed to (see division list 1). Amendment 2 was disagreed to (see division list 2). Amendments were agreed to. Then the bill was passed and returned to the Commons with amendments.
11 European Council Lord Strathclyde repeated a ministerial statement made in the House of Commons.
12 Development aid (EAC Report) Lord MacGregor of Pulham Market moved that this House takes note of the Report of the Economic Affairs Committee on The Economic Impact and Effectiveness of Development Aid (6th Report, Session 2010–12, HL Paper 278). After debate, the motion was agreed to.
