2 Rookery South (Resource Recovery Facility) Order 2011 Lord Geddes, on behalf of the Chairman of the Joint Committee, reported that Lord Faulkner of Worcester was not present on Wednesday 24 October and that the Committee continued sitting in his absence, all parties having given their consent. He also reported that the Committee had adjourned until Wednesday 31 October being the next date that the Committee can meet.

The Grand Committee reported that it had considered the draft Regulations.

Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012 Lord De Mauley moved that the Grand Committee do consider the draft Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012. After debate, the motion was agreed to.

Defence Capabilities (EUC Report) Lord Teverson moved that the Grand Committee takes note of the Report of the European Union Committee on European Defence Capabilities: lessons from the past, signposts for the future (31st Report, Session 2010–12, HL Paper 292). After debate, the motion was agreed to.
