6 D raft Enhanced Terrorism Prevention and Investigation Measures Bill Lord Strathclyde moved that, notwithstanding the Resolution of this House of 28 May, it be an instruction to the Joint Committee on the draft Enhanced Terrorism Prevention and Investigation Measures Bill that it should report by 23 November 2012. The motion was agreed to.
7 Business of the House Lord Strathclyde moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Wednesday 31 October to allow any Mental Health (Approval Functions) Bill brought from the Commons to be taken through its remaining stages that day. The motion was agreed to.
8 Benefit Cap (Housing Benefit) Regulations 2012 Baroness Stowell of Beeston moved that the draft Benefit Cap (Housing Benefit) Regulations 2012 be referred to a Grand Committee. The motion was agreed to.
9 Forestry Commissioners (Climate Change Functions) (Scotland) Order 2012 (Consequential Modifications) Order 2012 Lord Wallace of Tankerness moved that the draft Order laid before the House on 10 July be approved. The motion was agreed to.
10 Winterbourne View Earl Howe repeated as a ministerial statement the answer given to an Urgent Question in the House of Commons.
11 Crime and Courts Bill [HL] The bill was further considered in Committee beginning with amendment 155ZA. Amendments were agreed to. Clause 23 was disagreed to. The House resumed and the bill was reported with amendments. The bill, as amended, was ordered to be printed. (HL Bill 49)
12 Mental Health (Approval Functions) Bill A bill to authorise things done before the day on which this Act is passed in the purported exercise of functions relating to the approval of registered medical practitioners and clinicians under the Mental Health Act 1983 was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 50)
13 Mental Health (Approval Functions) Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 50–EN)
14 Building Stability Overseas Strategy A question was asked by Lord McConnell of Glenscorrodale and, after debate, answered by Lord Ahmad of Wimbledon.
