Prayers were read by the Lord Bishop of Wakefield.

1 Lord Deighton Paul Clive Deighton, Esquire, having been created Baron Deighton, of Carshalton in the County of Surrey, for life by Letters Patent dated 1 November 2012, was introduced between Lord Mitchell and Lord Coe, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. (See Appendix)

Public Business

2 Flooding: defence programme A question was asked by Lord Beecham, on behalf of Baroness Quin, and answered by Lord De Mauley.

3 Schmallenberg virus A question was asked by Baroness Masham of Ilton and answered by Lord De Mauley.

4 Iraq: Camp Liberty A question was asked by Lord Maginnis of Drumglass and answered by Baroness Warsi.

5 Scotland: Trident nuclear deterrent A question was asked by Lord McAvoy and answered by Lord Astor of Hever.

6 Business of the House Baroness Anelay of St Johns, on behalf of Lord Strathclyde, moved that the debates on the motions in the names of Baroness Henig and Lord Filkin set down for today shall each be limited to 2½ hours. The motion was agreed to.

7 Police service: new governance structure (2½-hour debate) Baroness Henig moved that this House takes note of the future of the police service in the light of the new governance structure. After debate, the motion was agreed to.

8 House of Lords: working practices (2½-hour debate) Lord Filkin moved that this House takes note, in the light of the Government’s decision not to proceed with the House of Lords Reform Bill, of the options for making better use of the skills and experience of its Members in performing its core functions of scrutinising legislation, holding the Government to account and providing a forum for public debate. After debate, the motion was agreed to.

9 Armed Forces: Reserve Forces A question was asked by Lord Freeman and, after debate, answered by Lord Astor of Hever.
