4 Borough of Stevenage (Ferrier Road) Compulsory Purchase Order 2009 The report by the Chairman of Committees and the Chairman of Ways and Means in the House of Commons, pursuant to section 3(5) of the Statutory Orders (Special Procedure) Act 1945, that no petitions had been presented against the Borough of Stevenage (Ferrier Road) Compulsory Purchase Order 2009 was laid before the House and ordered to lie on the Table.

9 Welfare of Wild Animals in Travelling Circuses (England) Regulations 2012 Lord De Mauley moved that the draft Regulations laid before the House on 12 July be approved. The motion was agreed to.

10 North Wales abuse allegations Lord Taylor of Holbeach repeated a ministerial statement made in the House of Commons.

11 Financial Services Bill The report was received. Amendments were agreed to. Amendment 3A was disagreed to (see division list). The report stage was adjourned.

12 Housing Benefit (Amendment) Regulations 2012 Lord Freud moved that the draft Order laid before the House on 28 June be approved. Then Lord McKenzie of Luton moved, as an amendment to the original motion, at end to insert "but this House regrets that the measures under the draft Regulations to introduce size criteria restrictions to the calculation of housing benefit for working age claimants living in the social rented sector are blunt and take no account of whether alternative accommodation is available; will result in cuts to the incomes of some of the poorest in society; fail to provide sufficient safeguards to protect the most vulnerable claimants and ensure that they are not pushed into poverty and homelessness; will not achieve their aim of tackling under-occupancy; and will risk costing more than they will save." After debate, the amendment was withdrawn. Then the original motion was agreed to.
