3 Israel and Palestine: Balfour declaration A question was asked by Baroness Tonge and answered by Lord Wallace of Saltaire.

4 Roads: roadworks A question was asked by Lord Sheldon and answered by Earl Attlee.

5 European Union: Scottish independence A question was asked by Baroness Liddell of Coatdyke and answered by Lord Wallace of Saltaire.

6 Arts: funding in north-east England A question was asked by the Earl of Clancarty and answered by Viscount Younger of Leckie.

7 European Union (Croatian Accession and Irish Protocol) Bill A bill to make provision consequential on the treaty concerning the accession of the Republic of Croatia to the European Union, signed at Brussels on 9 December 2011, and provision consequential on the Protocol on the concerns of the Irish people on the Treaty of Lisbon, adopted at Brussels on 16 May 2012; and to make provision about the entitlement of nationals of the Republic of Croatia to enter or reside in the United Kingdom as workers was brought from the Commons. It was read a first time and ordered to be printed. (HL Bill 59)

8 European Union (Croatian Accession and Irish Protocol) Bill The Explanatory Notes on the bill were ordered to be printed. (HL Bill 59–EN)

9 Housing Act 1996 (Additional Preference for Armed Forces) (England) Regulations 2012 Baroness Hanham moved that the draft Regulations laid before the House on 18 October be approved. The motion was agreed to.

10 Contracting Out (Local Authorities Social Services Functions) (England) (Amendment) Order 2012 Earl Howe moved that the draft Order laid before the House on 15 October be approved. The motion was agreed to.

11 Producer Responsibility Obligations (Packaging Waste) (Amendment) Regulations 2012 Lord De Mauley moved that the draft Regulations laid before the House on 16 October be approved. The motion was agreed to.

12 Protection of Freedoms Act 2012 (Disclosure and Barring Service Transfer of Functions) Order 2012 Lord Taylor of Holbeach moved that the draft Order laid before the House on 15 October be approved. The motion was agreed to.

13 Justice and Security Bill [HL] Lord Wallace of Tankerness signified the Queen's Consent. The bill was read a third time. A privilege amendment was agreed to. Then the bill was passed and sent to the Commons.

14 Financial Services Bill The report stage was continued, beginning with amendment 107AA. Amendments 107AG and 116ZB were disagreed to (see divisions 1 and 2). Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 60)

Grand Committee Business

Plant Health (Forestry) (Amendment) Order 2012 (SI 2012/2707) Lord Knight of Weymouth moved that the Grand Committee takes note of the Plant Health (Forestry) (Amendment) Order 2012 (SI 2012/2707). After debate, the motion was agreed to.

HMS Victory A question was asked by Lord Renfrew of Kaimsthorn and, after debate, answered by Viscount Younger of Leckie.
