8 Scotland Act 1998 (Modification of Schedule 5) (No. 2) Order 2013 Viscount Younger of Leckie moved that the draft Order laid before the House on 7 November be approved. The motion was agreed to.
9 Disabled Persons’ Parking Badges Bill The order of commitment was discharged.
10 Public Service Pensions Bill Lord Newby moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
11 Subsidiarity assessment: regulation of the European Parliament and of the Council on the Fund for European Aid (EUC Report) Lord Boswell of Aynho moved to resolve that this House considers that the Commission proposal for a Regulation of the European Parliament and of the Council on the Fund for European Aid to the Most Deprived (COM(2012)617, Council Document 15865/12) does not comply with the principle of subsidiarity, for the reasons set out in the 6th Report of the European Union Committee (HL Paper 87); and, in accordance with article 6 of the Protocol on the application of the principles of subsidiarity and proportionality, instructs the Clerk of the Parliaments to forward this reasoned opinion to the Presidents of the European institutions. The motion was agreed to.
12 Afghanistan Lord Astor of Hever repeated a ministerial statement made in the House of Commons.
13 Local Government: provisional finance settlement Baroness Hanham repeated a ministerial statement made in the House of Commons.
