Prayers were read by the Lord Bishop of Exeter.
1 The Lord Bishop of Coventry Christopher John Lord Bishop of Coventry was introduced between the Lord Bishop of Exeter and the Lord Bishop of Birmingham, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.
2 Lord Williams of Oystermouth The Rt Rev. and Rt Hon. Rowan Douglas Williams, having been created Baron Williams of Oystermouth, of Oystermouth in the City and County of Swansea, for life by Letters Patent dated 8 January 2013, was introduced between Lord Griffiths of Fforestfach and Lord Framlingham, took and subscribed the oath and signed an undertaking to abide by the Code of Conduct. 3 Oath Andrew Rutherford Lord Hardie took and subscribed the oath and signed an undertaking to abide by the Code of Conduct.

5 Rookery South (Resource Recovery Facility) Order 2011 Lord Geddes, on behalf of the Chairman of the Joint Committee, reported that he had agreed to a request from the parties for a postponement of the Committee’s next meeting and that the Joint Committee would accordingly next meet on Wednesday 13 February.

6 Thames Tideway Tunnel A question was asked by Lord Berkeley and answered by Lord De Mauley.
7 National Health Service: Liverpool Care Pathway A question was asked by Baroness Knight of Collingtree and answered by Earl Howe.
8 Health: HIV strategy for England A question was asked by Lord Collins of Highbury and answered by Earl Howe.
9 National Health Service: reconfiguration of services A question was asked by Lord Hunt of Kings Heath and answered by Earl Howe.
10 Business of the House Lord Hill of Oareford moved that Standing Order 40 (Arrangement of the order paper) be dispensed with on Thursday 17 January to allow the motion standing in the name of Baroness Hollis of Heigham to be taken before the motion standing in the name of Lord Smith of Leigh. The motion was agreed to.
11 Business of the House Lord Hill of Oareford moved that Standing Order 46 (No two stages of a Bill to be taken on one day) be dispensed with on Wednesday 23 January to allow the remaining stages of the Electoral Registration and Administration Bill to be taken that day. The motion was agreed to.
12 Prisoner Voting Lord Hill of Oareford moved that it is expedient that a joint committee of Lords and Commons be appointed to consider and report on the draft Voting Eligibility (Prisoners) Bill presented to both Houses on 22 November 2012 (Cm 8499). The motion was agreed to and a message was sent to the Commons.
13 Disabled Persons’ Parking Badges Bill The bill was read a third time and passed.
14 Public Service Pensions Bill The bill was further considered in Committee, beginning with amendment 43. Amendments were agreed to. The House resumed after clause 19 was agreed to.
15 Prisoners: work programmes A question was asked by Lord Carlile of Berriew and, after debate, answered by Lord Ahmad of Wimbledon.

The Grand Committee met in the Moses Room at 3.30pm.
Defamation Bill The Grand Committee further considered the bill, beginning with amendment 23A. An amendment was agreed to. The Committee adjourned after clause 6 was agreed to.
