4 Property: Leasehold Valuation Tribunal A question was asked by Baroness Gardner of Parkes and answered by Lord McNally.

5 National Health Service: clinical commissioning groups A question was asked by Lord Hunt of Kings Heath and answered by Earl Howe.

6 Education: school leavers A question was asked by Baroness Massey of Darwen and answered by Baroness Garden of Frognal.

7 European Union: United Kingdom national and trade interest A question was asked by Lord Renton of Mount Harry and answered by Baroness Warsi.

8 Age of Criminal Responsibility Bill [HL] Lord Dholakia presented a bill to raise the age of criminal responsibility; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 74)

9 Growth and Infrastructure Bill Lord Ahmad of Wimbledon, on behalf of Baroness Hanham, moved that it be an instruction to the Committee of the Whole House to which the Growth and Infrastructure Bill has been committed that they consider the bill in the following order:

The motion was agreed to.

10 Legislative Reform (Constitution of Veterinary Surgeons Preliminary Investigation and Disciplinary Committees) Order 2013 Earl Attlee, on behalf of Baroness Northover, moved that the draft Order laid before the House on 5 November 2012 be approved. The motion was agreed to.

11 European Union (Croatian Accession and Irish Protocol) Bill The report was received.

12 European Union (Approvals) Bill [HL] The report was received.

13 Scotland Act 1998 (Modification of Schedule 5) Order 2013 Lord Wallace of Tankerness moved that the draft Order laid before the House on 22 October 2012 be approved. Then Lord Forsyth of Drumlean moved, as an amendment to the original motion, at end to insert "but that this House calls on Her Majesty's Government not to make the draft Order until the proposals for the date of the referendum, the proposed question and the rules governing the conduct of the referendum have been published and until both Houses of Parliament have debated those proposals". After debate, the amendment was withdrawn. Then the original motion was agreed to.

14 Health: medical innovation A question was asked by Lord Saatchi and, after debate, answered by Earl Howe.

Grand Committee Business

The Grand Committee met in the Moses Room at 3.45pm.

Enterprise and Regulatory Reform Bill The Grand Committee further considered the bill, beginning with amendment 28ZH. An amendment was negatived. Amendments were agreed to. The Committee adjourned after amendment 28A.
