7 Immigration and Nationality (Fees) (Amendment) Order 2013 Lord Taylor of Holbeach moved that the draft Order laid before the House on 19 December 2012 be approved. The motion was agreed to.
8 Control of Donations and Regulation of Loans etc. (Extension of the Prescribed Period) (Northern Ireland) Order 2013 Baroness Randerson moved that the draft Order laid before the House on 5 December 2012 be approved. The motion was agreed to.
9 Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (Wales) Regulations 2013 Baroness Randerson moved that the draft Regulations laid before the House on 19 December 2012 be approved. The motion was agreed to.
10 Scrap Metal Dealers Bill The report was received.
11 Defamation Bill The report was received. Amendments 1 and 2 were agreed to (see divisions 1 and 2). An amendment was agreed to. The report stage was adjourned.
12 NHS Bodies and Local Authorities (Partnership Arrangements, Care Trusts, Public Health and Local Healthwatch) Regulations 2012 (SI 2012/3094) Lord Collins of Highbury moved that this House regrets that the NHS Bodies and Local Authorities (Partnership Arrangements, Care Trusts, Public Health and Local Healthwatch) Regulations 2012 (SI 2012/3094) fail to guarantee sufficient representation of local patient interests and, despite Government assurances given to the House at Committee stage of the Health and Social Care Bill on 15 December 2011, have through restrictions on campaigning deliberately tied the hands of Local Healthwatch bodies from giving public voice to those patient interests. After debate, the motion was disagreed to (see division 3).
13 Defamation Bill The report stage was continued, beginning with amendment 11. Amendments were agreed to. The bill, as amended, was ordered to be printed. (HL Bill 84)
