5 European Convention on Human Rights A question was asked by Lord Clinton-Davis and answered by Lord McNally.

6 Business of the House Baroness Anelay of St Johns, on behalf of Lord Hill of Oareford, moved that the debate on the motion in the name of Baroness Stowell of Beeston set down for today shall be limited to 4 hours and that in the name of Lord Wallace of Saltaire to 2½ hours. The motion was agreed to.

7 Standing Orders (Public Business) Lord Hill of Oareford moved that the standing orders relating to public business be amended as follows:

Standing Order 72 (Affirmative Instruments)

In Standing Order 72(1)(a), in line 3, leave out "or"; in line 4, leave out "or"; and in line 6, after "2001" insert ", a draft order laid under or by virtue of section 7 or section 19 of the Localism Act 2011, or a draft order laid under or by virtue of section 5E of the Fire and Rescue Services Act 2004".

In Standing Order 72(1)(b), in line 2, leave out "or"; and in line 4, after "2001" insert ", a draft order laid under or by virtue of section 7 or section 19 of the Localism Act 2011, or a draft order laid under or by virtue of section 5E of the Fire and Rescue Services Act 2004".

The motion was agreed to and the amendments were ordered to be published. (HL Paper 145)

8 International Women's Day (4-hour debate) Baroness Stowell of Beeston moved that this House takes note of International Women's Day 2013. After debate, the motion was agreed to.

10 Commonwealth and Commonwealth Charter (2½-hour debate) Lord Wallace of Saltaire moved that this House takes note of developments in the Commonwealth and the Commonwealth Charter. After debate, the motion was agreed to.

11 Supply and Appropriation (Anticipation and Adjustments) Bill A bill to authorise the use of resources for the years ending with 31 March 2010, 31 March 2011, 31 March 2012, 31 March 2013 and 31 March 2014; to authorise the issue of sums out of the Consolidated Fund for the years ending with 31 March 2013 and 31 March 2014; and to appropriate the supply authorised by this Act for the years ending with 31 March 2010, 31 March 2011, 31 March 2012 and 31 March 2013, certified by the Speaker as a money bill, was brought from the Commons. It was read a first time.

The House adjourned at 5.40pm until Monday 11 March at 2.30pm.
