1 House of Lords Journals The 244th volume of the Journals (Session 2010–12), with an index, was laid on the Table by the Clerk of the Parliaments.

Public Business

2 Banking: quantitative easing A question was asked by Lord Barnett and answered by Lord Newby.

3 Energy: biofuels A question was asked by Baroness Worthington and answered by Earl Attlee.

4 Homelessness: Polish rough sleepers A question was asked by Lord Roberts of Llandudno and answered by Baroness Hanham.

5 Afghanistan: interpreters A question was asked by Baroness Coussins and answered by Lord Astor of Hever.

6 Parliamentary Privilege Lord Hill of Oareford moved that the orders of appointment of the committee appointed to join with the committee of the Commons as the Joint Committee on Parliamentary Privilege shall remain in force and effect in the next session, notwithstanding the prorogation of Parliament; and that the committee should report by 28 June 2013. The motion was agreed to and a message was sent to the Commons.

7 Armed Forces and Reserve Forces (Compensation Scheme) (Consequential Provisions: Primary Legislation) Order 2013 Lord Astor of Hever moved that the draft Order laid before the House on 14 February be approved. The motion was agreed to.

8 Renewable Heat Incentive Scheme (Amendment) Regulations 2013 Lord Gardiner of Kimble, on behalf of Baroness Verma, moved that the draft Regulations laid before the House on 4 March be approved. The motion was agreed to.

9 CRC Energy Efficiency Scheme Order 2013 Lord Gardiner of Kimble, on behalf of Baroness Verma, moved that the draft Order laid before the House on 4 March be approved. The motion was agreed to.

10 Companies Act 2006 (Amendment of Part 18) Regulations 2013 Viscount Younger of Leckie moved that the draft Regulations laid before the House on 6 March be approved. The motion was agreed to.

11 Legal Aid, Sentencing and Punishment of Offenders Act 2012 (Amendment of Schedule 1) Order 2013 Lord McNally moved that the draft Order laid before the House on 4 February be approved. Then Lord Bach moved, as an amendment to the original motion, at end to insert, "but this House regrets that Her Majesty's Government have responded to the opinion of this House, as expressed in a vote on 3 December 2012 on a fatal motion in respect of the Legal Aid, Sentencing and Punishment of Offenders Act 2012 (Amendment of Schedule 1) Order 2012 on inadequate provision for legal aid in first tier tribunal cases, by bringing forward this Order which excludes even that limited provision." After debate, the amendment was agreed to (see division 1). Then the original motion, as amended, was agreed to.

12 Civil Legal Aid (Merits Criteria) (Amendment) Regulations 2013 Lord McNally moved that the draft Order laid before the House on 4 February be approved. The motion was agreed to.

13 Civil Legal Aid (Procedure) Regulations 2012 Baroness Grey-Thompson moved that this House regrets that the Civil Legal Aid (Procedure) Regulations 2012 (SI 2012/3098) fail to deliver sufficiently wide access to legal aid services for disabled persons; and that the category of "exempted person" is defined too narrowly. After debate, the motion was agreed to (see division 2).

14 Civil Legal Aid (Procedure) Regulations 2012 Baroness Scotland of Asthal moved that this House regrets that the Civil Legal Aid (Procedure) Regulations 2012 (SI 2012/3098) fail to deliver on Her Majesty's Government's expressed promise to provide adequate legal aid provision for victims of domestic violence; that significant numbers of victims will not be able to satisfy the evidential criteria, contrary to Her Majesty's Government's expressed intent, resulting in a diminution of access to justice; and that, as a result, domestic violence victims will be exposed to an increased risk of injury and death. The motion was agreed to (see division 3).

15 Marine Navigation (No. 2) Bill The bill was further considered in Committee. The bill was reported without amendment. Then the report was received.

16 Rights of the Sovereign and the Duchy of Cornwall Bill [HL] The Explanatory Notes on the bill were ordered to be printed. (HL Bill 93–EN)
